Since August 2009, Christian Action SHINE Centre (located in Tuen Mun and Jordan) has provided support services for ethnic minorities and local organizations for archieving social integration and racial hamony.

Our Aims

- Empower ethnic minorities to better integrate and contribute to the wider community

- Like the sun, we SHINE on  Services for Harmonious Intergration & Neighbourhood EMpowerment

Due to  a case of  close contact with a confirmed COVID-19 individual,
SHINE CENTRE (TUEN MUN CENTRE) will close centre and do deep cleaning from 4th December 2020 to 17th December 2020.

Prevention and Control of Disease (Prohibition on Group Gathering) Regulation.

With a view to combating the COVID-19 epidemic, the Government will impose stringent measures

and prohibit any group gathering of more than four persons in any public place.  Stay at home,

avoid crowded places and maintain social distancing.

The penalties for participating in a prohibited group gathering, failing to wear a mask under the Prevention and Control of Disease Ordinance (Cap.599) or failing to comply with a requirement of a compulsory testing direction or a compulsory testing notice will be increased with effect from 11 December 2020.  For details, please refer to the press release."

The Universal Community Testing Programme (UCTP) aims to better gauge the COVID-19 infection situation in Hong Kong and find asymptomatic patients as early as possible to achieve early identification, early isolation and early treatment, and to cut the virus transmission chain in the community. The UCTP also aims to allow members of the public who wish to undergo free virus testing to receive the service. For details, please refer to the

Government further tightens social distancing measures

In view of the development of COVID-19 in Hong Kong, the Government announced on November 24 to further tighten social distancing measures under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F).

The following measures will take effect from November 26 for a period of seven days till December 2, 2020:

Catering premises and scheduled premises (details at Annex)

1. All bars or pubs, bath-houses, clubs or nightclubs must be closed. Party rooms will continue to be closed;

2. The number of people participating in any one banquet in catering premises will be limited to 40;

3. Apart from catering premises, live performance and dancing must not be allowed in meeting rooms or function rooms of clubhouses;

4. For hotels and guesthouses, restrictions will be imposed on gathering activities and infection control measures will be strengthened, including no more than four persons in a guest room, no more than eight persons in a suite with more than one bedroom, and no more than 20 persons during any religious or cultural ritual in relation to a wedding. Operators of hotels must arrange for persons under quarantine to be segregated from other persons not under quarantine, and must take reasonable steps to ensure that persons under quarantine cannot leave their guest rooms and cannot receive any visitors into their guest rooms during the quarantine period;

5. Persons responsible for carrying on catering businesses providing dine-in services and scheduled premises must apply for a "LeaveHomeSafe" venue QR code from the Government on or before December 2, and display the QR code obtained at the entrance of the premises or at a conspicuous position within two working days upon receipt of the QR code; and

6. Other requirements and restrictions on catering business and scheduled premises will be maintained, including no dine-in service from 0.00am to 4.59am and no more than four persons per table in catering premises with the number of customers not exceeding 50% of the seating capacity. Persons must not consume food or drink and must wear a mask when they are away from the table in catering premises. Facilities involving higher health risks such as steam and sauna facilities and ball pits will continue to be closed.

7. Unless exempted, the prohibition on group gatherings of more than four persons in public places will continue.

8. The mandatory mask-wearing requirement under Cap. 599I will be extended.

The Government urges all members of the public to stay at home as much as possible, go out or dine out less often, and reduce the frequency of social activities with friends outside co-living family members to prevent getting themselves infected and subsequent transmission to their family members, in order to safeguard themselves and their family at this key moment. Maintaining good personal and environmental hygiene at all times is key to prevention of infection and the spread of the virus in the community.

CE visits ethnic minorities

Social Integration Program

HK orientation and participation: HK orienteering series aiming at getting familiar with local cultures and community via social exposure visits and cultural festival celebration. Local Chinese participants are networked, so as to achieve mutual understanding and racial harmony building

Sight translation and service consultation: Provide EM users with friendly drop-in service for accessing community resource via service introduction, referrals and sight translation.

Employment support: Job training and job matching services are provided for EM residents. Regularly employment workshops are held for EM job-seekers to know about labor rights, employment law and anti-discrimination ordinances.

Mutual support groups: EM women are grouped to provide mutual support by participating in life skill training, health talk, group sharing etc.

HKEM Youth Program: Build up confidence and facilitate developmental growth for EM youth via group, social exposure outings, camping and community volunteering.



香港遊蹤活動: 帶領參加者遊覽香港不同地方及不定期舉辦具中國節日特色的活動,讓少數族裔認識更多香港的風土人情。活動更會邀請中國人參與,促進了解,共倡多元文化及種族共融。

就業支援服務: 本中心為少數族裔提供職業訓練及職業配對服務,協助他們就業。另外,又定期舉辦就業工作坊,主要為少數族裔求職者講解勞工法例及種族歧視條例,以保障他們的勞工權益。

翻譯及咨詢服務: 為少數族裔人士提供翻譯服務,為他們介紹社區資源,如有需要,提供視譯服務或轉介。

互助支援小組: 小組成立目的主要是提倡少數放裔婦女間的互助精神。透過參與健康講座、小組分享及興趣班,參加者能提升生活技能及互助意識。

HKEM 青年小組: 小組旨在幫助少數族裔青少年建立自信和正確價值觀, 融入本地生活。小組主要透過一系列活動,如小組、義工訓練、參觀及體驗營,從多方面培養青少年的興趣及價值觀。


समाजिक एकीकरण प्रोग्राम

हांगकांग से पहचान और सहभागी प्रोग्राम: सामाजिक सैर और सांस्क्रतिक उत्सव के समारोह द्वारा स्थानीय संस्कृति और लोगो से पहचान कराना इस प्रोग्राम का मकसद है. आपसी समझ और जातीय समानता को बढ़ावा देने के लिए ये प्रोग्राम स्थानीय चीनी के साथ मिल कर करते हैं

आमने-सामने अनुवाद और सेवा पर मशवरा: जातीय अल्पसंख्यक के लोगो को स्नेहशीलता से सेवा परिचय, रिफेरल और सामने सामने अनुवाद की सेवा प्रदान की जाती है.

रोज़गार समर्थन: जातीय अल्पसंख्यक निवासीयों के लिए नौकरी ट्रेनिंग और नौकरी मिलाने की सेवा प्रदान की जाती है. काम के दौरान अपने हक, रोज़गार के क़ानून और भेदभाव के खिलाफ कानून के बारे में जानकारी देने के लिए नियमित रूप से रोज़गार कार्यशालायें आयोजित की जाती हैं.

आपसी सहायता समूह: जीवन कौशल, स्वास्थ्य पर ट्रेनिंग और ग्रुप में बातचीत इत्यादि द्वारा आपसी सहयोग प्रदान करने के लिए महिलाओं का ग्रुप बनाया जाता है.

HKEM युवक कार्यक्रम: चीनी ना बोलने वाले युवा को सामूहिक कायर्क्रम, समाज को जानने के लिए सैर का प्रभंध, कैम्पिंग और समाज में सेवा करने के माध्यम से आत्मविश्वास में निर्माण और विकास को बढावा दिया जाता है.

त्यहि ठाउँमा अनुवाद र सलाह सेवा: यस अन्तर्गत भाषा अनुवाद सेवा उपलब्ध गराइन्छ साथै विभिन्न सरकारी सेवा सम्बन्धि जानकारीहरु पनि प्राप्त गर्न सकिन्छ।

रोजगार सहयोग: यस अन्तर्गत रोजगार सम्बन्धि विभिन्न सेवाहरु उपलब्ध गराइन्छ जस्तै, काम खोज्नको लागि सहायता,रोजगार सम्बन्धि तालिमहरु साथै रोजगार सम्बन्धि हङ्कङ्का नियम कानूनहरु बारे वर्कसपहरु सन्चालन गरिन्छ।

एक आपसी समर्थन समूह: यस अन्तर्गत अल्पसंख्यक महिलाहरुले विभिन्न रोचक क्लासहरुमा समावेस भएर एक आपसी समर्थन हुन पाईन्छ, जस्तै सिलाइ बुनाई साथै विभिन्न परिकारहरु पकाउने ट्रेनिङ्, हेल्थ टक आदि इत्यादि द्वारा।

एच. के. इ. म युथ प्रोग्राम: यस प्रोग्रामद्वारा एथनिक माइनोरीटि युथहरुका लागि उनीहरुको आत्म विश्वास बढाउने, ज्ञानवर्धक साथै सामाजिक तथा चेतनामुलक विशेष कार्यक्रमहरु सन्चालन गरिन्छ। यस क्रममा युथहरुलाई विभिन्न युथ कृयाकलाप, आउटिङ्, क्यम्पिङ् साथै भल्युन्टर कार्यक्रमहरुमा संलग्न हुने मौका दिइन्छ।
